Tamar government centre

Hong Kong

Guida Moseley Brown collaborated with Hong Kong architects, Rocco Design, to prepare the competition submission for the design of the new government centre.

The multiple building complex houses the Executive government, the offices for the primary bureau, and the offices, support, conference spaces, and Plenary Hall for the Legislative Council. Subsequent to winning the competition GMB has carried the responsibility for the interior architecture of the centrepiece Plenary Hall.

This Chamber has an elliptical plan and a seating arrangement focused upon the President, with public and press galleries on the level above. Controlled natural light is admitted through and at the perimeter of a suspended roof element. The interior wall panels are perforated metal with a variety of acoustical 'boxes' behind allowing for selective design of sound reflection and absorption.

The project has been designed to high environmental standards and provides areas for public engagement with the legislators and the legislative process. The building complex is based upon a central public open space linking the city and the waterfront.
